Many wish for community cat population to remain stable and subsequently to decrease over time. Chart shows just how one pair of fertile cats/dogs could reproduce abundantly despite adverse conditions (culling, traffic, storm, diseases etc). Govt wants more babies for SG and incentives were offered and many families remain small ;) If it is the other way around, Govt will be happy.
