Rules need to change with time and the the ban on cats in public housing is one that needs revision. It is not enforced because many people are understanding.
Take chewing gum, if you chew gum and dispose of it in a proper manner-what's the big deal? So if you keep cats in a responsible manner-it is a non-issue to most people except to a whinny indiviual who brought up "parents" to gain sympathy.
