National Justice for Animals Week
It's National Justice for Animals week here in the US - this is an interesting site. One of the laws that have been passed apparently is a law against hoarding in Illinois which mandates psychological counseling. Despite that, hoarding does often result in recidivism.

Anyone who has more cats than he/she can manage and the cats do NOT have enough to eat, or adequate/clean living environment or reasonable medical care - that is hoarding.
Hoarding is not love of cats; on the contrary, it is animal abuse by mentally ill people.
